Judges at Manchester’s High Court have rejected an appeal from Tesco to develop on an area earmarked for a £150m regeneration scheme.

The High Court ruled that Project Jennifer, which is in the Great Homer Street area of Everton, was being stalled by Tesco’s rival bid to build a 27,000 sq ft stand alone superstore and indoor and outdoor market.

Liverpool Council and developer St Modwen are planning a health centre, a library, industrial units, and a 110,000 sq ft supermarket with Sainsbury’s.

Tesco had rejected an order from Liverpool City Council to buy a piece of land necessary for the scheme. Tesco appealed this on a point of law, but lost their challenge in Manchester yesterday.

Michelle Taylor, regional director at St Modwen, said: “It has been a frustrating time for all involved. We can now look forward to delivering this transformational scheme for north Liverpool, bringing forward the development which the community has fully supported throughout this long process.”

Conucillor Malcolm Kennedy, city council cabinet member for regeneration, said: “This is a decision which will be warmly welcomed by the local community.

“Great Homer Street is an area which needs a comprehensive regeneration project and not just a stand-alone supermarket. The legal challenge has delayed Project Jennifer and caused a lot of frustration but now I would hope that it can go ahead as quickly as is practical and make a real difference to north Liverpool.”
