Bernstein fleshes out Manchester region LEP bid
Manchester City Council chief executive Sir Howard Bernstein has drawn up proposals for a local enterprise partnership in greater Manchester to take over powers from the NorthWest Development Agency.
The plan was completed on Friday and proposes giving the city region a single pot of government funding for economic development, housing, and transport.
The Association of Greater Manchester Authorities will consider the proposal at a meeting of its executive board on Friday, before being submitted to central government ahead of a deadline of 6 September.
Under the proposals, the LEP would have a strategic role, and a new combined authority for the region would be responsible for allocating funds.
The LEP would have a majority of private sector board members and would oversee the creation of development plans. A Greater Manchester Spatial Framework will set out the LEP’s development goals for the next 15 years.
